Residences at St. Elizabeths East
Anacostia Economic Development Corp. and Flaherty & Collins Properties have begun work on a 252-unit community slated to include 202 affordable apartments in Washington. D.C. Residences at St. Elizabeths East, a $109 million development, is a collaboration between the two developers and the Office of the Deputy Mayor for Planning and Economic Development, the D.C. Department of Housing and Community Development and the DC Housing Finance Agency.
Located at 1201 Oak Drive in the Congress Heights neighborhood in Ward 8, the property will be adjacent to the new Entertainment and Sports Arena on the site of the former St. Elizabeths Hospital. Residences at St. Elizabeths East is slated to include studios, one-, two- and three-bedroom units.
Fifty apartments will be available at market rents, 19 units will serve those earning between 0 and 30 percent of the median family income and 183 units will be set aside for residents earning 31 to 50 percent of the median family income—$58,600 for a family of four. Plans also call for a fitness center, clubroom, secured parking, playground and outdoor grilling area.
In October, DCHFA issued $52 million in bond financing for the historic preservation and substantial rehabilitation of The Residences at St. Elizabeths East. The financing consists of $28.8 million provided by DHCD, $25.7 million generated through LIHTC equity and $15.6 million in historic tax credits. The project will be the first phase of redevelopment of the 183-acre St. Elizabeths campus, a site that housed a psychiatric facility.
This summer, construction also begun on the 80-unit Abrams Hall Senior Apartments, a component of the 66-acre redevelopment of the former Walter Reed Army Medical Campus.
